No, WinFS is not the file system for Windows Vista, its still NTFS, WinFS is being touted as an extension or enhancement that runs on top of the NTFS file system. It is still NTFS. I believe WinFX will be available as a service pack or patch in the future.
WinFS will not be included with Vista, there are rumors that it will be released later

You are problably thinking of WinFS, not WinFX. WinFX is not a file system. WinFX will be .net framwork 3.0. WinFS will be a layer on top of NTFS.
